Boat attitude at slow speed.

I have a 1997 Stratos 295Pro Elite 150HP FastStrike. When I come on plane and run at speeds below 30mph the boat list to the port side badly. Once I accelerate and trim the motor up the boat will run level on the pad. I am out of ideas to try to resolve this problem.
Any suggestions would be appreciated.
