how you keep hooks from rusting out?

I used to keep hooks on boat and they would rust out, so I started to pull my tackle trays out from boat compartment, and still some hooks rust out, not sure if someone fishing with me being putting wet hooks in the trays, but it gets expensive. I usually keep lures and hooks that were used for the day separate. Do you guys keep rust inhibitor's in your tackle trays?
