Alarm Issue...

I'm hoping someone might be able to help me at least narrow down what my motor's issue is. It's a 1990 Johnson GT 200. The last time I had it out it ran great, except whenever I would really put the hammer down (over 40MPH) the warning alarm would go off and it would go into SLOW mode. From what I have read this means it's an overheating problem. Here's the issue, when it went off I temped the heads and they were right around 140ish degrees. The water pump impeller was replaced a few months ago along with the thermostats (they were sticking and causing it to overheat). I'm kinda lost on what it could be and before I start throwing parts at the issue I was hoping someone would have an idea where I should start. I appreciate any and all ideas.
