Boat prop

I have a 1991 17.5 stratos with Johnson 150. I am trying to do a little fishing. I have been told that my 25 degree(?) 4blade prop should be a 22. Somewhat sluggish coming out of the hole. Being a boating novice that's all the info I have. What do you think about the prop? Thanks for any suggestions
