No preasure in powerhead

I've got 1998 mercury 200efi. I took off foot to put in a new water pump. The pump looked good so i reinstalled the foot. Made sure water pipe went into white pipe on pump. Shift rod went on fine. Bolted up fine. Took it fishing and no water came out pee hole on back of the motor. Took it home and put the muffs ont he water hose and on the foot. Cranked it up and the water was getting pumped i to the motor but not out pee hole. Hole is clear of dobbers. Took foot off again. Put garden hose on pipe coming from pump up to the motor. All the water coming out the bottom of motor back to the foot through the mid section. Trim motor up and looked inside by the water pipe, top right corner theres a weep hole or something. All the water coming back out of it. Now what to do about it? Preasure guage in dash does move when reved up but none out pee hole. Any ideas like freese plug popped out or something? Motor has only 6 gal worth of oil run through since new powerhead was installed.
