manual or hydraulic jack plate allows the prop to run in cleaner water as to accommodate a higher engine height which leads to faster top end speeds and shallow water running. Less of the lower unit is in the water resulting in reduced drag. The prop is further away from the transom to avoid the boats turbulence as it travels thru the water. They are hard on the structural stability of the transom and can weaken it to the point of breaking in some applications. There are pro's and con's to having a jack plate. You ask why do you need a jack plate ? You really don't in less your putting a long shaft motor on a short transom or the other way around. If you do decide to get one or remove one just remember you'll most likely have to change the props dia. and pitch.
