hey fellas need some repair advice. bought this boat couple weeks ago 1994 bullet 200 evinrude. Was going to carry to river this morning I had let the motor down to make sure any water trapped in it would drain after I bought it. went to raise up this morning motor came up about 2 inches and stoped pump or motor still making noise but will not raise up goes back down fine. I opened what I think was the fill cap nothing came out turned the manual release was able to raise by hand and a broke back is it low on fluid or pump bad or what? oh yea when I bought this boat I worked the tilt and trim several times with no issues. thanks for any help
