15HP Problems

Hey everyone, just bought another boat, to be able to go where my fiberglass boat can't. Previous owner said the motor had just quit, like it wasn't getting any fuel. I think I have ruled that out, b/c I can't get it to start with starting fluid. Pulled one of the plug wires out and I am not getting any spark to ground on either wire. I am guessing it is the control box, just because I don't think that both the coils would have gone bad at the same time. But is there something I can do to determine if it is the control box for certain?
O' by the way it is a 15hp evinrude, not sure what year though, but I can get the serial number.
