1989 18" Vision Bass Boat

Hi, i have bought a 1989 Vision 280, it is supposed to weight empty 906 lbs hull weight, it has a 1991 Mercury XR2 150hp motor and a Coosa Harbor Marine 5" setback jack plate, i measured the hull that has another 5" setback, so the total setback is 10", someone put a hydro plane thing on the cav plate, does it need it or does it help, it seems to me to take forever once i cob the throttle for it to get on the pad, if i take it off will that time to get on plane be quicker or worse ? the prop is a Merc 23P SST prop, i was told by the previous owner it runs 58 mph according to his hand held GPS. i guess that is ok, it does not seem to have a lot of steering torque, i like it to blow water behind me and it does, it runs a high bow when i trim it out, and the rooster tail is about 4'. i always trim down before i turn so i don't know if the prop blows or not,yet. i am just wondering about that hydro stabilizer, if it has any value ?
