help miss surge

ok 1998 johnson faststrike j150glecd ..ok im having an intermittent miss surge when i first fire it up idle get past the no wake zone .couple minutes the motors been running i nail it to get on plain it stutters or surges in and out .let off the gas it goes away .give it awhile idleing along u can give it some gas you just cant open her up .shut it off fish for a while fire it up runs fine for the rest of the day no problems this has happend last couple times i been out .help me out hear .ive replaced the filters fuel line plugs .checked all my connections electrical .no vro its mix .any ideas thanks in advance
