Skeg on Motor

The skeg thing I'm referring to is the small one that is usually between the prop and the fin on the outboard. I noticed I don't have one on my motor and I checked with bass pro shops and they said if you have hydraulic steering you didn't need it. Any truth to this or did they forget to screw the thing in on delivery?
